Northern Sámi and Norwegian/CG

There are two Northern Sámi CG files in the project:
- apertium-sme-nob.sme-nob.rlx -- the morphological (POS) disambiguator
- kept up to date with giellatekno/trunk/gt/sme/src/sme-dis.rle using the script dev/rle-to-rlx.sh, but some manual changes are needed after running the script (not many ;))
- apertium-sme-nob.sme-nob.lex -- the lexical selection (WSD) disambiguator
- written from scratch for Apertium (although the LIST/SET definitions are copy-pasted from somewhere …)
