Summary[edit]

We currently have bylaws relating to adding committers, and to having commit access elapse, but no explicit bylaw relating to the removal of committers.

I propose something to the effect of:

"Commit access will only be removed by vote of the PMC."

and that it should be adopted as bylaw 13, to accompany the other bylaws relating to commit access.
