How l10n happens during make:
The file localise-html.py in https://github.com/apertium/apertium-html-tools/tree/master/tools does compile-time localisation.
If index.html.in has
<div data-text="Contact_Para"></div>
and assets/strings/nno.json has

then build/index.nno.html will have
